   Can you pick up grad ball tickets if you didn't pay for them but have the receipt?

It depends.  If the order is in your name (i.e. the customer account on the box office) then yes.  Otherwise no.

The only way you would be able collect an order for someone else is by bringing a signed letter from the "actual" customer that authorises you to collect an order on their behalf.  You would need to have the original receipt and ID to prove who you are.
